Case processing with AI (CASPAI)

CASPAI (Case Processing with AI) will develop and test an interdisciplinary meta-framework for trustworthy AI in public decision-making, using asylum adjudication as a deliberate "hard case". Asylum falls within four of the EU AI Act's high-risk categories and concerns highly vulnerable people, so solutions that work there are designed to generalise across public administration and the courts, including TRUST user partners. The project builds on a research infrastructure of almost one million Nordic-Baltic asylum decisions, and runs alongside the NordForsk-funded NordAId project (Oslo, Copenhagen, Uppsala, Vilnius). Three questions guide it: when can AI-based public decision-making be trustworthy, how can trustworthiness be enhanced, and do these innovations produce calibrated trust – neither overtrust nor undertrust? Five work packages cover veridical and privacy-secure AI; anticipatory governance under the AI Act; a spectrum of decision-support models, from legal source recommenders to generative drafting and agentic AI, plus a preparation tool for asylum seekers; explainable AI and uncertainty quantification; and responsible evidence-based innovation through two-phase experiments with stakeholders in four countries. Participatory design and shared value metrics run throughout.
